Teignbridge’s Tim Pratt took second place, with Tamar Trotters’ Bex Ezra-Ham third overall and first woman.
Ezra-Ham had also won the race when it was last run in 2019.
Susanna Goffe was second female on Saturday, with Sarah Robbins third.
Tavistock Run Project’s Alex Peyton-Jones was first M40 and fifth overall, while Plymstock Road Runners’ Janie Ling was first F45, with East Cornwall’s Sharon Daw first F55 and Plymouth Harriers’ Karen Eccles first F60.
The race saw more than 100 runners finish the event, which starts and finishes at Marine Academy and takes athletes down into Ham Woods.
