Oak Villa’s win came just four days after they had been crown Devon South & West champions.
They had the better of the first half on Thursday and led 2-0 at the break thanks to two goals from the experienced Rachel Finch, who also hit the bar in the opening 45 minutes.
Her first goal was a tap in after Victoria Jasper had done well on the left and squared the ball perfectly for her, while for her second she chipped the ball over the out-rushing goalkeeper.
Dionne Igalawuye had two good efforts within the space of a minute before Sam Metters pulled a goal back just seven minutes after the interval.
Igalawuye tested the goalkeeper again minutes later as Plympton were threatening to equalise.
But the game turned again in the 57th minute when Oak Villa were awarded a penalty and Kelsey Blight stepped up and powerfully drove the spot-kick home to make it 3-1.
Plympton did finish strongly and Metters scored a fine goal from out wide and was only denied another by a good save.
However, SB Oak defended well and battled for every ball to make sure they claimed a league and cup double.
